Established in 1920 by the New York State Legislature, The New York City Employees' Retirement System (NYCERS) provides retirement benefits to all New York City employees who are not eligible to participate in the New York City Teachers' Retirement System, the New York City Police Pension Fund, the New York City Fire Department Pension Fund or the New York City Board of Education Retirement System.

The Office of the New York City Comptroller administers and advises the New York City Employees' Retirement System.

In June 2014, the pension fund, together with the other institutions that make up the New York City Retirement Systems, approved a ban on placement agents across all asset classes. This is due to previous allegations that investors have been overcharged with their private equity fees.
